The Skimmer Guard acts as an ice compensator inside your skimmer housing, and absorbs the expansion of the freezing water preventing cracks.  The 1 1/2 inch rubber compression plug is installed in the return line to prevent freezing water from going into the plastic inlet and cracking it.
